
State Water Efficiency & Enhancement Program
The State Water Efficiency and Enhancement Program (SWEEP) provides financial assistance in the form of grants to implement irrigation systems that reduce greenhouse gases and save water on California agricultural operations. Eligible system components include (among others) soil moisture monitoring, drip systems, switching to low pressure irrigation systems, pump retrofits, variable frequency drives and installation of renewable energy to reduce on-farm water use and energy.
What’s new in SWEEP?
- CDFA is accepting public comment on a draft Request for Grant Applications for the SWEEP Block Grant Pilot. Through the block grant pilot program, qualified organizations across the state may apply for state funding and then disburse funds to eligible farmers/ranchers or agricultural operations for on-farm irrigation projects. Additionally, awarded organizations would provide technical assistance to implement on-farm projects or will partner with technical assistance providers to provide this support. The SWEEP Pilot Program application period closed on November 8, 2022.
The SWEEP Pilot Program for the southern desert will disperse up to $2 million to California agricultural operations investing in irrigation systems that save water and do not result in an increase in GHG emissions. For this purpose of this solicitation the southern desert region is defined as Imperial County and Riverside County, east of the Santa Rosa and San Jacinto Mountains (Figure 1).

What is SWEEP?
The State Water Efficiency and Enhancement Program (SWEEP) provides financial assistance in the form of grants to implement irrigation systems that reduce greenhouse gases and save water on California agricultural operations.
How many projects have been funded so far?
CDFA has selected 1,130 projects to be awarded covering over 168,000 acres. $123 million has been awarded to date, with more than $70 million in matching funds contributed by awardees.
What types of projects are eligible?
Eligible system components include (among others) soil moisture monitoring, drip systems, switching to low pressure irrigation systems, pump retrofits, variable frequency drives and installation of renewable energy to reduce on-farm water use and energy.
What have been the benefits of SWEEP?
Along with helping farmers and ranchers save water and reduce their energy costs, SWEEP results in environmental benefits as well. CDFA estimates that over 93,000 metric tons of CO2e will be reduced annually, the equivalent of removing 20,000 cars from the road for one year (based on emissions reductions equivalent). Moreover, SWEEP projects will help save over 144,000 acre-ft of water annually, enough to fill over 72,000 Olympic-sized swimming pools.
