Justin Hopper

Justin has worked for the California Department of Food and Agriculture (CDFA) since 2015, all of which has been spent in the Office of Civil Rights (OCR). He started as an analyst focusing on disability accommodations, shifted to the role of civil rights investigator, and eventually took the role of OCR Chief in 2020. In total, Justin has worked for the State of California for 14 years.

Justin’s chief responsibility is to ensure that all people involved with CDFA business, including employees, stakeholders, members of the public, the District Agricultural Associations, and other assorted entities can do their business in a discrimination and harassment-free environment.

Prior to state service, Justin worked in the grocery industry as both an artisan coffee roaster and a specialty foods and international cheese buyer and manager. Justin has earned several certifications in human resources, health and safety, criminal and civil investigations, including a degree in criminal justice. He resides in Solano County with his husband, four dogs, and various other animals he has rescued.
