Food Safety Modernization Act

The Food Safety Modernization Act (FSMA) was signed into federal law by President Obama on January 4, 2011. This reform of food safety law shifted the focus of the U.S. Food and Drug Administration to emphasize prevention of contamination of food and feed. This shift in focus required the feed industry to comply with Current Good Manufacturing Practices and complete a "Food Safety Plan" which includes conducting a risk-based assessment of hazards which may occur in ingredients and processing steps. SAFE has worked diligently to prepare the California feed industry for compliance with FSMA. In addition to the resources provided on this page, SAFE has performed voluntary educational audits, food safety plan reviews, and certified industry professionals as Preventive Controls Qualified Individuals (PCQI) through Food Safety Preventive Control Alliance (FSPCA) trainings. Regulations incorporating Title 21, Code of Federal Regulations, Part 507, Subparts A, B, C, E and F of FSMA into the California Code of Regulations became effective January 1, 2023. The resources below include developed examples aimed at helping with the development of an individual Food Safety Plan, federal guidance resources, and upcoming workshops and trainings.
